In this way, the yield of the water rights will be determined by the <br />water supply conditions in the Arkansas River system and by the exercise of the senior water <br />rights, as has been the case historically. As shown in both Plate 2 and the Schematic <br />Diagram in the July 1995 report, this gaging station is located approximately 7 miles <br />downstream from the X-V diversion facilities. Only the Buffalo Canal diverts in the intervening <br />reach. Since the Buffalo Canal, which has a January 29, 1885 priority for 67.5 cfs, is senior <br />to the X-V water rights and must be satisfied before water becomes available to the X-V <br />water rights, this arrangement will not injure the Buffalo water right. LA WMA could measure <br />water at this gaging station any time during April through October, but could not "call" water <br />to the gaging station when water is contained in the X-V Graham summer storage account. <br />A small allowance could be made for the return flow from the Buffalo Canal at the gaging <br />station. The gross amount of water would be limited by the maximum monthly flow rate <br />shown at the bottom of Table 3 and to maximum volumes of 12,197 acre-feet in anyone year <br />and to 94,660 acre-feet in any 1 O-year period. Actual credits on this water to apply against <br />depletions to Usable Stateline Flow would be limited to the consumptive use percentage. <br />Approximately 10 percent of the water diverted into the X-V Irrigating Ditch for the X-V Ranch <br />returns to the Arkansas River above the Buffalo diversion facilities; the calls at the Granada <br />gaging station, therefore, should be reduced by 10 percent, but the consumptive use <br />percentage should be increased to 64.67 percent. <br /> <br />The Manvel Canal and IrriQation ComDanv <br /> <br />In July 1995, LAWMA owned 300 shares, out of a total of 4,680 shares, of the <br />Manvel Canal and Irrigation Company. Since that time LAWMA has entered into purchase <br />contracts with the owners of the remaining shares so that it will acquire the entire water right. <br />LAWMA plans to devote the entire water right to augmentation; the ditch will be abandoned <br />and the right-of-way assigned or sold to neighboring land owners. <br /> <br />The canal diverts on the south bank of the Arkansas River about 6 miles east of Lamar. <br />It extends generally east a distance of about 8 miles and terminates by discharging into the <br /> <br />5 <br />
