Since the pumping by LAWMA members is approximately 80 percent of the <br />total main stem pumping below John Martin Dam, LAWMA has claimed credit for only 80 <br />percent of the transit loss account releases. <br /> <br />Table 6 in the July 1995 report shows the releases from the Kansas Transit Loss <br />Account during water years 1 980-94 and also how the amounts were distributed among the <br />various river segments. The average release during 1990-94 was 2,227 acre-feet annually, <br />of which an average of 1,254 acre-feet is claimed by LAWMA as a reduction to well <br />depletions above the Buffalo Canal headgate. <br /> <br />Return Flow From the FrvinQoan-Arkansas Proiect. Twenty-seven LA WMA members <br />are shareholders in the Fort Lyon Canal Company. These members own a total of 12,543 <br />shares in the Fort Lyon Canal Company, which shares represent approximately 13.25 percent <br />of the total shares outstanding. <br /> <br />The Fort Lyon Canal Company purchases Fryingpan-Arkansas Project water from the <br />Southeastern Colorado Water Conservancy District and delivers this water to its shareholders <br />as part of its surface water supply. This water, along with the Fort Lyon's river and storage <br />water, is distributed among the Fort Lyon shareholders on a prorata basis. LAWMA believes <br />that its Fort Lyon members are eligible, under the policies of the Fort Lyon Canal Company <br />and Southeastern Colorado Water Conservancy District, to purchase the return flow from at <br />least their proportionate part of this transmountain water and to take credit for it in replacing <br />their well depletions. In order to use this source, LAWMA will make the necessary <br />arrangements with the Company and District, perform the necessary accounting, and make <br />the necessary payments to the District out of the dues received from these Fort Lyon <br />members. In this way, the Fort Lyon members would be the beneficiaries of the water. <br /> <br />Table 7 in the July 1995 report shows the project water that was diverted into the Fort <br />Lyon Canal during water years 1980-94, and derives the amounts of return flow from the <br />diversions for LAWMA members. The project water diverted into the Fort Lyon Canal for <br />these LAWMA members averaged 2,484 acre-feet annually during 1990-94. The return flow <br /> <br />13 <br />
