I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

March 1996 Final

T8bIe 6 shows the consumptive irrigation requirements of these 1,364.4 acres of
Manvel lands during 1950-94~; These consumptive irrigation requirements were calculated
using the procedure described previously for the X-V water rights. They averaged 2,388 acre-
feet annually, and ranged from 1,871 acre-feet in 1993 to 3,078 acre-feet in 1954.

Table 7 shows the theoretical headgate diversion requirements for these 1,364.4 acres
using canal, lateral, and farm efficiencies of 85, 95, and 75 percent respectively. These
theoretical diversion requirements averaged 3,943 acre-feet annually. On a monthly basis the
diversion requirements ranged from 0.1 cfs in November to 14.8 cfs in July. A total of 61.53
percent of these diversion requirements would be consumed when the evaporation and
transpiration losses in the canals and laterals are considered.

The Manvel Canal diverts from the Arkansas River approximately 5 miles upstream from
the X-V diversion facilities. No ditches divert in the intervening river segment. As a practical
matter, water becomes available to the Manvel's October 14, 1890 priority for 54 cfs under
the Colorado priority system whenever water is available at the X-V headgate in excess of the
X- V diversion requirements. Thus, it is logical to use the Granada stream gaging station also
to measure the water available to the Manvel water right. Water at the gaging station that
exceeds the flow attributable to the X-V rights could be attributed to the Manvel rights. The
gross amount of water would be limited by the maximum monthly flow rates shown at the
bottom of Table 7 and to maximum volumes of 5,080 acre-feet in anyone year and 39,430
acre-feet in any 1 O-year period. Consumptive use credits would be figured as 61.53 percent
of the gross amount.

REVEGETATION AND FUTURE LAND USE

The program for the revegetation of the X-V Ranch will depend to some degree on how
LAWMA markets the land. More specifically, if LAWMA sells the land to the Division of
Wildlife, the revegetation and consequently the water use will occur differently than if it is
sold for grazing land, because the Division of Wildlife will be interested in managing the land
differently and in establishing different types of vegetation on the land. Revegetation of the
Manvel and outstanding X-V parcels should not be issues.

8
