<br />. <br /> <br />-1f' <br /> <br />The selected alternate, Alternate D2 Crow Lane Reservoiri-{ involves construction of a raw <br />water reservoir, draw and fill transmission piping and associat~ pumping components. <br />Procurement of storage and water rights. Treatment plant expansion and distribution piping <br />upgrades. Infiltration gallery modifications. Purchase of water shares. <br />The estimated cost of the completed project is $3,109,067. A detailed cost breakdown of the <br />project is enclosed see PSWD Drought Mitigation Project Sudget See enclosed Exhibit "CD <br />Proposed Project Crow Lane #1-wI35" Dam for representative drawing of project. <br /> <br />Implementation Schedule <br /> <br />The District intends to secure financing by August/September 2004. Treatment plant expansion <br />will be completed by October 2004. Final design, engineering and State approval to be <br />completed by December 2004. Construction to begin Spring of 2005 and completed by <br />December 2005. <br />If due to weather or other conditions beyond our control the construction phase of this project <br />may exceed the December 2005 time frame. Purchase of water shares will be dependant on <br />the acceptance of the District into the NCWCD and the availability of shares to be purchased. <br />The District is aware that the funds, if allocated by CWCS, must be used by a certain date that <br />will be determined upon approval of the CWCS Construction Loan Fund. <br /> <br />. <br /> <br />Permitting <br /> <br />All permits will be acquired as necessary. <br /> <br />Institutional Considerations <br /> <br />Entities that are, or may be, involved in the design, construction, and financing of the project <br />include: <br /> <br />Pinewood Springs Water District <br />Colorado Water Conservation Board (CWCS); financing and construction, <br />Colorado Dept. Of Public Health & Enviroment; financing and construction, <br /> <br />The PSWD will be the lead for the financing, design, and construction of the project and will be <br />the entity entering into contracts and agreements with the various entities for the services <br />provided by each. <br /> <br />Financial Analysis <br /> <br />The following entities will be involved in financing the estimated total project cost of $3,109,067. <br />The PSWD is applying for a loan from the CWCS in maximum amount of $2,033,850. <br />The PSWD has been approved for a loan from the Colorado Water Resources and Power <br />Development Authority in the maximum amount of $875,625. <br />. The PSWD will cover any costs that exceed the estimated project cost. <br />
