,~

i

.

In addition to evaluating alternates to ensure a continuous supply of raw water,
a major premise of the Planning Document was to upgrade the existing water
treatment plant capacity to be able to meet the demands of the ~ulilinate devel-
opment of the earlier mentioned 350 EQR established by the Augmentation
Plan. The selected alternate will therefore also include~an upgrade of the exist-
ing treatment capacity to serve such ultimate develpment.

At their meeting on July 23, 2003,th~ District Board unaq.imously chose what
is termed in the Planning Document as the" Crow lane # 1,35' high dam" al- )
ternate as the preferred plan. 'This will include a raw water reservoir, a raw wa- ,,~\ r
ter fill and draw transmission system between the the River and the reservoir, ~\ ~
and the above mentioned upgrade in water treatment capacity. Also included
will be a re-routing of a segment of the existing treated water distribution sys- '\.
tern to get it out from under the site of the proposed reservoir, as well as a
rehabilitation of that segment of the existing treated water distribution system.
which parallels the proposed route of the above mentioned fill and draw sys-
tem. .

All of the designs developed for the alternates evaluated in the Planning Docu-
ment are of a preliminary conceptual nature for comparison purposes, and are
subject to refmement during more specific design efforts.

It is the purpose of this Preliminary Engineering Report to describe the Dis- f " vV I II
. trict's present situation, analyse the alternatives and the basis for choosing the o~ (L.
"Crow Lane # 1,35 ' high dam alternate, and propose.the action to be taken to ,iA
accomplish its construction. The format used will be an engineering commen- .
tary by Frank L. Novak, P.E., an employee of the District, referring to the Plan-
ning Document prepared by McLaughlin Water Engineers, and consistent with
the outline presented in RUS Bulletin 17~O-2.
