Exhibit "C", which is the map prepared by McLaughlin Water Engineers en- titled" PLANNING DOCUMENT ALTERNAlES" and further entitled, " PROPOSED PROJECT-CROW LANE #1-35" mGH DAMe RECOMMEN- DED AL TERNA TIVE ) " for purposes of this Report, is an enlarged version of the Service Area in support of their work on the Planning Document, and also delineates the existing three pressure zones in the distribution system and the locations of the existing storage systems for each of these zones, as well as the location of the existing water treatment plant. Details of the existing distribut- ion system are not shown for clarity. B) mSTORY ************ The first plats for the Pinewood Springs c~mmunity were filed with the Lari- mer County Planning Commission in 1959. The developer initially-installed wells in several locations which delivered water to a distribution system which' was constructed through the area to serve the residents. It was established that this system would only provide water for domestic purposes, with no provision for fire flow. It was also established that each resident would install a septic system for sanitary waste. On Aprlll9, 1978, the Pinewood Springs Water District was formed by Decree of the District Court of Larimer County, as depicted in Exhibit "A", and the entire supply and distribution system was then taken over by the District for operation and maintenance. 4
