Should the <br />District switch to all income from user fees, then the Tabor issues and authorization to <br />borrow are not required. <br /> <br />Included with the application is the following back up material. <br /> <br />I. 1999 Annual Audit. The Year 2000 annual audit should be filed with the <br />State in the next few weeks. A copy will be forwarded to you. <br />2. 2000 Financial summary that materially reflects what will be on the 2000 <br />Audit. <br />3. 2001 Budget <br />4. Contact information for the Board of Directors, Operations, Attorneys and <br />Engineers. <br />5. December 2000 Purchase Agreement with the Vidler Water Company. The <br />District is required to pay $3,100,000 on the Agreement prior to November <br />30, 2002. <br />6. December 2000 Assignment Agreement with the City of Golden and the <br />Vidler Water Company to acquire 20 acre feet of Rice Ranch water. The <br />District closed on the Agreement in December 2000 at a cost of $300,000. <br />The $3,100,000 due and the $300,000 paid from the capital fund of the <br />District make up the water rights cost of $3,400,000. <br />7. 1998 Sear-Brown master plan for the District. The primary engineer for this <br />report is currently with Rothberg Tamburini and Winsor who have replaced <br />Sear-Brown as the engineers for the District. <br />8. 1998 Bishop-Borgden Water Source report. <br />9. Board of Director minutes authorized the water rights purchase. <br /> <br />The District feels it has done substantial planning for the future operations of the District <br />that includes the purchase of the water rights. The engineers and attorneys it has utilized <br />for consulting in the water rights matter are highly regarded. Due to the complexities of <br />the purchase by the District, we understand the Board may need further clarification or <br />additional supporting documents.
