Box 627 <br />Frisco, Colorado 80443 <br /> <br />Re: Application for Water Rights Loan <br /> <br />Dear Bob: <br /> <br />Enclosed, per our recent telephone conversation, is a copy of the Guidelines describing the <br />Colorado Water Conservation Board water proj ect funding programs and the requirements for <br />planning studies conducted under the loan. programs. <br /> <br />A feasibility study addressing the financial, technical and institutional feasibility of a proposed <br />project is required for any funding request from the CWCB. The study will generally address the <br />following items: <br /> <br />. A description of the need for lmd purpose of the project, <br /> <br />o A description of the project sponsor to include the type of entity, service area and customer <br />base, <br /> <br />o A detailed description of the water rights proposed for purchase to include an analysis of <br />yields and an appraisal of the market value of the right or rights, <br /> <br />o A description of project impacts and permitting requirements, <br /> <br />o A financial plan to describe the sources of financing for the project and the project sponsor's <br />ability to repay all existing and projected debt service, and <br /> <br />o A summary of the institutional considerations (permits, contracts, court actions, etc.) <br />required for project implementation. <br /> <br />Much of this information may already be available in your files or with your consultants.
