<br />JanT30-96 05:0BP IDEAL VALLEY REALTY LTD <br /> <br />719 462 5711 <br /> <br />Note: In it's original feasibility proposal to the Colorado Water Conservation Board, <br />AGUA was planning on using the services of Brad Young as a consultant. Since that <br />time, Mr. Young has been hired as general manager of AGUA. and will be managing the <br />feasibility study in that capacity. <br /> <br />Scope: <br />The purpose oCthe study is to develop a long-term augmentation plan for the <br />Arkansas Groundwater Users' Association which will meet the requirements of the <br />proposed Amended Rules and Regulations Govemins the Diversion And Use Qf <br />Tributary Groundwater In The Arkansas River :QasiJt. Colorado and the Construction <br />Fund Guidelines of the CWCB. The proposed rules will place additional burdens on the <br />well users. <br />In the past, augmentation was required on an annual basis. Water replacement was <br />based only on the amount of water used. In addition. each well was allowed three days <br />of"free" pumping according to the three day rule. Time and place of water replacement <br />were not of concern. <br />The new rules require augmentation to be made in time and place, as well as in <br />amount. The three day rule has also be eliminated. <br />Much of the engineering work for the development ofan augmentation plan has <br />already been done by the state. The rules specifY presumed depletion rates based on the <br />type of irrigation system: <br />a. 30% for supplemental wells <br />b. 50% for sole source wells <br />c. 75% for sprinklers <br />Presumed depletion rates were proposed in the LA WMA Feasibility Study <br />prepared by Helton and Williamson, based on previous engineering studies. Since the <br />presumed depletion rates are specified in the rules and regulations, individuals and well <br />associations will not be required to perfonn engineering studies to estimate depletion <br />rates. except for municipalities or commercial users. <br /> <br />Short Term Goals: <br /> <br />In the short term AGUA's main tasks are: <br />a. help well owners estimate how much water they will pump from year to <br />year. <br />b. find and purchase augmentation water for the plan. <br />c. file a plan on behalf of the members. <br /> <br />The schedule for submitting the 1996 augmentation plan has been set by the rules. <br />AQUA, CWPDA, LAWMA and the other smaller associations all are required to submit <br />plans no later than April J, 1996. Membership lists must be submitted to the Division <br />office no later than March I, 1996. AGUA has been taking the necessary steps to meet <br />the requirements set fonh in the rules. <br /> <br />P.03 <br />
