McLean, P .E. <br />Rocky Mountain Consultants, Inc. <br />825 Delaware Ave., Suite 500 <br />Longmont, CO 80501 . <br /> <br />Re: Proposal for AGUA Feasibility Study <br /> <br />Dear Mark: <br /> <br />We have reviewed the March 6, 1997 Proposalfor Feasibility Study for Purchase of <br />Water Rights prepared by Rocky Mountain Consultants for the Arkansas Groundwater <br />Users Association and find that the proposal meets the CWCB planning requirements for <br />this type of feasibility planning. <br /> <br />With regard to requests for payment on the $25,000 Construction Fund loan, invoices <br />may be submitted at anytime by AGUA in the form of an invoice on AGUA letterhead <br />accompanied by copies of invoices from your firm for the work which has been <br />completed. Payment can be made for up to 90 percent of the work completed prior to <br />submittal of the final report.
