AGUA is proposing to purchase 1,007 shares in
the Excelsior Ditch at a price of about $650,000 as described in the enclosed draft feasibility study (and
revisions) which have been submitted to us in conjunction with their loan application.

The CWCB will consider AGUA's application at the next regularly scheduled Board meeting in
Durango on September 22. If you or your staff might have the time to look over this information, we
would very much appreciate any comments you might have.

Thank you for any assistance which you could provide us in this matter.

Sincerely,

William E Green, P .E.
Manager of Planning
Project Planning and Construction

Cc: Chuck Lile
Bill Stanton
