<br />Feasibility Study <br />Lorna Ditch & Lateral Company <br /> <br />Upgrade Irrigation Water Delivery <br /> <br />Introduction <br /> <br />The Loma Ditch & Lateral Company (LD&LC) is applying for a $178,000 loan from the <br />Colorado Water Conservation Board to upgrade its system and improve its efficiency and <br />service. The estimated total cost of the project is $278,041. <br /> <br />Proiect SDonsor <br /> <br />The LD&LC is a non-profit corporation registered in the State of Colorado. There are 81 <br />shareholders holding 790 shares of stock. The LD&LC sets annual assessments that are <br />assigned to the shareholders according to the number of shares they own. It also holds <br />the power to refuse to deliver water to shareholders who fail to pay their assessments, and <br />the power to offer shares for sale to pay for back assessments. <br /> <br />Proiect Service Area and Facilities <br /> <br />The LD&LC, located in and near the community of Loma in Mesa County, received a <br />certification of corporation on April 6, 1911. It operates for the benefit of its <br />shareholders by delivering water for irrigation within an 800-acre service area. The Ditch <br />and Lateral is located about 15 miles northwest of Grand Junction and is a carrier ditch <br />for irrigation water from head gate 345 of the Keiffer Extension of the Grand Valley <br />Irrigation Company. It extends approximately 3.2 miles from the Grand Valley Irrigation <br />Company head gate to the end of the ditch/lateral. Most of the service is installed <br />underground in pipeline which allowed removal of the previously installed open concrete <br />ditch. The remaining portion of the ditch and lateral, which is what this application <br />addresses, remains open concrete ditch and is in badly deteriorated condition. Portions of <br />the existing open concrete ditch are cracked and broken to the point of leaking, seeping, <br />and occasionally flooding in many places. The LD&LC intends to upgrade the final <br />deteriorated section of service by completing the installation of underground pipeline to <br />finish the project to underground the entire the LD&LC that was started in 2000. <br /> <br />Water Ri2hts <br /> <br />The LD&LC is a carrier ditch for irrigation water from the Grand Valley Irrigation <br />Company. Shareholders must own shares of Grand Valley Irrigation Company as well as <br />shares of LD&LC in order to receive water from LD&LC. <br /> <br />Page 1 <br /> <br />J <br />
