The Victor Dam No, 2 is
located on the East Fork Creek, a live creek, which is a tributary to West Beaver Creek In 1984 the
City of Victor lowered the spillway of the Dam in order to comply with a storage restriction placed
. ,on the dam by the State Engineers Office. This lowering resulted in an estimated loss of storage of
about 23 acre-feet. The current capacity of the reservoir is estimated to be 180 acre-feet. The City
of Victor owns water rights to store 202,77 acre-feet.

In 1987 Greenhorne & O'Mara completed a Phase I Feasibility Study for the dam, The study
recommended that the dam embankment be raised 5.5 ft, and extended along the downstream face at
a 225H:IV slope to provide additional stability, In addition the emergency Spillway would be
widened to 42 feet utilizing side slopes of 2H 1 V and raised 1.5 ft. back to its original elevation of
10,392 to restore the dam to at least its adjudicated storage capacity (202.77 acre-feet). These
modifications were designed at a conceptual level for 1/2 of the Probable Maximum Flood (PMF).

More recently we submitted a proposal to the City of Victor to update the Feasibility Study in order
to bring it into compliance with the most recent CWCB guidelines, The Feasibility Study update will
include the following general tasks:

1, Determine the capacity of the reservoir in its present condition including any reduction caused
by sediment.

2, Determine the storage capacity which could be gained by increasing the spillway crest 2.5 feet
and 3.5 feet, respectively above the existing elevation of 10,390,5.

3. Conduct a preliminary study of the feasibility of increasing the dam height to accommodate the
increase in the spillway crest as described above and estimate the incremental construction cost
of this dam height increase.

4. Provide a construction sequence of how the recommended rehabilitation of the dam will be
achieved without limiting the City's ability to deliver approximately 700 gallons per minute to
its customers,

As a part of the loan application, which has already been submitted, the estimated project cost
developed in the Feasibility Study was updated, Based on our conversations we have updated the

ANNAPOLIS MD ATLANTA GA AURORA CO BALTIMORE MD DULUTH, GA FAIRFAX, VA FREDERICKSBURG, VA GREENBELT.
