<br />" <br /> <br />completion of the work. For purposes of the letter, I suggest that it would be appropriate <br />to include a timeline for the following key events: <br /> <br />1. Contract with an engineering firm to complete the final design of the needed <br />improvements. Start November 1999 and complete contract by end of December <br />1999. <br /> <br />2. Complete the design. Allow approximately 120 days to complete the design. <br /> <br />3. Obtain State Engineer's review of improvements. Once the design is complete it <br />is submitted to the State for permitting. Depending on the State's workload this <br />can take anywhere from 6-weeks up to about four months. <br /> <br />4. Advertise for construction contract. Usually this is not started until the State has <br />approved the design and construction documents. Allow a minimum of six <br />weeks. <br /> <br />5. Award a construction contract. After bids are received and reviewed the City can <br />enter into a contract for construction. This process usually takes about one <br />month. <br /> <br />6. Complete construction. We believe that the work can be completed in one full <br />construction season. Allow 180 days. <br /> <br />It is my understanding that Mr. Green should receive the letter as soon as possible, but <br />not later than Wednesday of next week. I strongly suggest the City contact Mr. Green at <br />(303) 866-3441 to further discuss the letter requirements. I also suggest that a copy of <br />the letter be sent to the State Engineer's office to inform them of the City's intention with <br />respect to addressing the dam's deficiencies. <br /> <br />Please do not hesitate to call if you need further information. As soon as comments are <br />received on the draft financial program, I can finish that work. It would be good to <br />address any additional needs with Mr. Green.
