Dear Mr. Green;

With the understanding that following an inspection of the City of Victor qam. and the completion of the feallibiliry
study as presented by Penn Gildersleeve of ICON Eniineering, work has proceeded on plans to begin the repair
work on the project.

To possibly supply some in-kind participation to meet part of the City Contribution, and perhaps require less total
loan amount, we are proceeding with the following plan (we understand tbe loan can be 75% - :ZS% inkind.):
· Phase I - Construction of Road (approximately ~ to 3/4 mile) to be competed SUmmer 2000. Our Wllter
Attorney, Sandy (M. E.) MacDougall has assisted in contacting Fort Carson to see if we might be able to obtain
some assistance: for this phase of the work.

· Ames Construction is in the process of reviewing the 1986 Feasibility Draft 88 well as the revisions mllde: in
1995 and 1999. We hope to possibly contract with them for engineering design work as well as future
construction needs.

· OUT water attorney. M. E. MacDoU2all has also suggested (memo of225 2000) that the capacity of Victor
Reservoir No.2 be increased at least 225 acre.feet to accommodate past water rights. We hope to accommodate
this suggestion as well.

· Following this initial phase. it may be necessary to place a project manager on board.

· At present, Ehe City of Victor has a water aareement with the Cripple Creek & Victor Gold Mining Company
for water uS<lae. We hope to have some assistance from them with the needed water valve and line.

To go further with the statement of plans, I need the following information~ Did you fmd it necesslUY to request
parity with me current Sewer Plant Loan? II the current submitted paper work acceptable: and do we meet the
needed criteria? If work is invoiced and paid step by step, is the interest applied as the payments are made'? Of do
we pay interest on the entire amount of the requeited grant?
At what stale do we need to complete the grant? Again I thanlc you for your assistanc~.
