Forest Service

Dear Charles and Mrs. Carroll:

Concerning the above, enclosed please find the following:

(1) Copy of the letter of transmittal to me from Cindi Hockelberg of the Forest Service dated
May 8, 1995.

(2) Ditch bill easement for Davidsons (ditch only).

(3) Ditch bill easement for Carroll (ditch and reservoir).

You will note that the easements are free standing or, stated another way, each of you as well,
apparently as the Cook Estate, have your own rights derived from the government.

Cindi indicated that she went through 17 kinds of bureaucratic hell to get this structured in this way
but we can all see that without the linkage with the Cook Estate you, at least, can know that any
default on their part cannot effect you.

I would appreciate your execution of these documents as requested and then return them to me. I
feel that given what we have gone through to get this far I want to be able to know that the
easements have been issued and recorded.

RHP/s
Snol..
