Dit h report - Rod reported that this spring we repaired more of the concrete ditch lining. Most
of e work was done in the upper portion of the creek canal. The ditch in that section is in
pf bad condition. So far all the concrete we replaced using rebar is holding up well. We will
co . e to repair as needed. Next spring we will probably have a silting problem.

Bu get
Th proposed 2004 budget was presented and reviewed. (See attached) Kent moved to approve
the 003-04 budget as presented. Brian Coleman seconded, motion carried.

tion of Directors
Reinhardt moved to elect John Riddick to a 3 year director tenn. Paul Faucette
nded. Roland moved that nominations cease and that John be elected by acclamation. Jason
nded, motion carried.

Business
Repair/Dam Repair - This spring upon the Board's inspection of the outlet, we went up the
el and observed a part of the brass seal ring on the west gate was gone. Also the valve
ating stem was bent, making the west gate partially able to open. We thought we would
the reservoir in the summer to fix the gate. This fall we hired Brimhall Industrial Machine
. ces to do the repairs. They were to remove the gate. The ladders in the shaft had to be
re ved. Unfortunately one of Brimhall' s men was injured during the work of removing the
lad . ers. This greatly slowed the work. After the ladder removal the Howell-bunger throttle
val .e plugged and the west gate would not close. The west gate was restricted to 10"- 18" of
no operation and also partially plugged we could not drain the reservoir. Brimhall worked
abo t a week to remove the west gate operator and managed to open the west gate to drain the
re OIr.

Aft draining the reservoir we discovered the upstream trash racks were collapsed into the upper
el area. We tried unsuccessfully to enter the upstream side of the east gate to clean out the
deb's and allow it to close and to clean the Howell-Bunger. Now we decided we have to build a
t orary cofferdam to allow cleaning of the tunnel, finish the gate repair and replace the trash
racs. We contacted the Army Corp of Engineers to see ifwe needed a permit or not. The one
d inspector wants us to hire an engineer for the trash rack design. We are contacting
neers for designs.

reported that SL V Earthmovers have some ideas to manage the silt problem. They thought
erdam could be buih pretty quickly. It would hold about 40 acft of water. It would need to
ained every day so as not to overfill it. It is not known if the Army Corp of Engineers
d approve this idea. It is also not known ifwe are going to need a permit or not. Joe
ann is going to call the Corp to see ifhe can speed things up. It is hoped that since this
is in the reservoir and not the river there shouldn't be any hang-ups with the Corp. If we
. ed to build a cofferdam it will take about a week to build.

. ed Jon Woodman to build a road down to the trash racks. He cut the cable to the
ucer for the satellite level equipment. Scott Veneman bas given an estimate of $5000 to
e this equipment. The Division of Water Resources has been after us to replace this
