<br />IMPLEMENTATION SCHEDULE <br /> <br />Golder is expected to complete the final design in early <br />October, 2004, and construction work is intended to begin in 2005 <br />as soon as the Beaver Reservoir is drained and dry enough for <br />equipment to enter the Reservoir and move on-site materials and <br />complete the construction portion of the project before the onset <br />of winter. The installation of the gate and stem may have to be <br />completed during the winter, accessing the site by snowmobiles, <br />should the weather become a factor in either delaying commencement <br />or shortening the time available for the project. Because of the <br />dates of the irrigation season and the mountainous location of the <br />reservoir, the project must be performed and accomplished between <br />September and mid-November, in optimum conditions. <br /> <br />PERMITTING <br /> <br />Since BRC owns the real property upon which the project will <br />take place, no easements, rights-of-way or permits are necessary. <br /> <br />INSTITUTIONAL CONSIDERATIONS <br /> <br />Entities that are, or may be, involved in the design, <br />construction and/or financing of the project include: <br /> <br />* <br />* <br />* <br />* <br /> <br />Beaver Reservoir Company - financing and project management <br />Golder Associates, Inc. - design and construction <br />Farnsworth Construction Company - construction <br />Colorado Water Conservation Board - financing <br /> <br />The Beaver Reservoir Company will be the lead for the <br />financing, design and construction of the project and will be the <br />entity entering into the contracts and agreements with the various <br />entities for the services provided by each. <br /> <br />FINANCIAL ANALYSIS <br /> <br />The project is estimated to cost $142,800.00 by Golder. The <br />BRC is applying for a loan from CWCB in the maximum amount of <br />$128,500.00 as 90% of the estimated total project costs, being an <br />agricultural project. The BRC will cover any costs that exceed the <br />estimated project costs. <br /> <br />Page 13 of 15 <br />
