We plan to review these proposals and select an engineer to assist
us in studying our options as soon as possible. As you know, the Carl Smith Reservoir is
extremely important to Leroux Creek Water Users, not only for the storage it provides,
but also for the regulation of water releases from higher reservoirs. As such, we hope to
be able to design a plan which will allow us to use this reservoir in some capacity this
year.
To this end, we would greatly appreciate any assistance the Colorado Water Conservation
Board could give us, especially with up front costs for engineering. Further, we would
hope that money already authorized for our use for the Lost Hunter and Sheep Drive
Reservoirs could be used for this new and more important project
Again, I would like to thank you for your time and attention. If you have any questions
or suggestions, feel free to call me anytime.

Sincerely yours,

A y1J\

Tom Alvey, President
