Project Description and Alternatives

The purpose of this project is to provide a means for the Glenwood Irrigation Company to
continue delivery of irrigation water to shareholders while minimizing the possibility of a future
failure of their diversion structure, Three alternatives were considered:

1. Continue irrigation as before.
2, Install new headgate and wasteway structure
3. Move the present point of diversion,

Alternative No.1, Continue irrigation as before was considered unacceptable because the
present structure is in such poor condition that failure could affect 750 acres of irrigated land.

Alternative No.2, Install new headgate and wasteway structure at present location. This
alternative was considered unacceptable because of the higher cost.

The selected alternative, Alternative No.3, Replace the present structure, was chosen
because the present structure is near failure as wastewater is undercut by the river. Failure at
this time would make delivering water to the ditch impossible.

This project would involve installing a headwall with 3 36' headgates. This structure would be a
concrete headwall and rock check diversion. It would also include some earth work at the
present structure and on the island protecting the present ditch from the Roaring Fork River.
This structure is designed to withstand a 50-year flood and will have a normal life expectancy of
50 years.

The Glenwood Springs Field Office of the Natural Resources Conservation Service (NRCS) has
prepared a Preliminary Engineering Report, and preliminary plans and a cost estimate for the
structure of the project. The report, plans and cost estimate are included in Appendix D. The
estimated cost of the full project is $108,962. The cost breakdown is summarized in Table 1.

Table 1.
