The estimated total cost of the project is
$270,000, which involves replacement of the trash rack, sediment removal and repair ofthe gate
valves. Please see the attached project summary and map.

BACKGROUND
The TIC, located in Conejos County, owns and operates the Terrace Reservoir, the Terrace Main
Channel, and the Alamosa Creek Canal to deliver direct flow irrigation water for the benefit of the
shareholders. Flows from the Alamosa River run directly into Terrace Reservoir, where water is
stored and released downstream into the Alamosa River, and distributed by means of the Terrace
and Alamosa Creek Canals to a 10,356 acre service area.

After a flood event into Terrace Reservoir, it was discovered that the existing trash rack has been
destroyed and washed into the outlet pipes, along with significant amount of sediment.
Additionally, upon inspection of the outlet pipe it was discovered that one ofthe existing 48-inch
double leaf gate valves was in need of repair. Given the amount of sediment and debris that had
accumulated in the outlet works, the TIC was left with an emergency situation to repair the outlet
works, to make the facility operable prior to the 2004 spring runoff.
