Orchard City Irrigation District
March 16-17, 2004

Agenda Item 25g
(Updated March 18, 2004)

The Orchard City Irriaation District
The aCID is a Colorado Irrigation District formed in accordance with CRS 37-41-101. There are
403 shareholders ("acre holders"), and 2,730 bonded acres within the District. The OCID has
the power to set annual assessments to be paid directly by the shareholders, or collected
through the county tax collection process. District shareholders have voted to proceed with the
CWCB loan. The District is not subject to TABOR.

Water Riahts of the OCID

Table 1: Water Rights Summary

I Appropriation Date Amount Comment
9/28/1907 3,400 AF Fruit Growers Reservoir, first filline
1/31/1964 3,960 AF Fruit Growers Reservoir, refill richt
2/10/1930 25 CFS Transfer Ditch riQht for first fillinQ
5/28/1937 35 CFS Transfer Ditch riaht for second filline
1/3.1/1964 20 CFS Gunnison River pump station (not currently used)

Total average annual diversions through the Transfer Ditch are 2,000 acre-feet.

Proiect Description

The following alternatives were evaluated:
1. The no-action alternative.
2. Rehabilitate only the worst 600 feet of the Dry Creek Transfer Ditch ($83,200.)
3. Rehabilitate 920 feet of the Dry Creek Transfer Ditch, and the Circle Ditch HG ($102,457.)

Alternative No. 1 was considered unacceptable since it means the District could not deliver its
full water right for storage in the Fruit Growers Reservoir.
Alternative No. 2 was ruled out because it was not a permanent solution to the problem.
Alternative NO.3 was selected since it is considered to be the least costly reliable approach.

The selected alternative, Alternative No.3, involves rehabilitation of 920 feet of the Transfer
Ditch by placing it in a 48" ADS plastic pipeline. Two concrete vault structures will be
constructed at corner points, and a concrete transition structure will be constructed to connect
to an existing upstream metal pipe. A culvert under the county road will be replaced with the
new pipeline, and a 4-foot parshall flume installed into an existing concrete chute structure. The
U.S. Bureau of Reclamation will pay for installation of an automatic water level measuring
devise adjacent to the parshall flume. The Circle Ditch headgate, located in the dam, will be
rehabilitated by installing a stainless steel replacement gate.

The NRCS has completed engineering designs for the project.
The project is currently under construction, with completion scheduled for March 2004.

2
