New Loans
Lower Sacramento Creek Reservoir Company - Reservoir Rehabilitation Project

Introduction

The Lower Sacramento Creek Reservoir Company (Company) is applying for a loan from the
Construction Fund in the amount of $371,300 for the Lower Sacramento Creek Reservoir Rehabilitation
Project (Project). The Lower Sacramento Creek Reservoir (Reservoir) is located in Park County at an
elevation of 10,100 feet. The Reservoir is used for winter augmentation water storage for several
developments in the Fairplay area. The Reservoir receives water from Sacramento Creek via the Platte
City Placer Mine Ditch. The current Reservoir capacity is 26 AF, however it has a decreed capacity of
37 AF. The clay lining originally installed in 1980 during construction of the Reservoir began to fail soon
after construction and continues to degrade. The inability of the Reservoir to hold water makes it
extremely difficult to use for augmentation purposes. The Project will increase the Reservoir capacity
and install a new PVC liner. The Project is expected to cost $495,072 and be completed in the summer
of 2005. See attached Project Data Sheet.

Backaround

The Company operates the Reservoir in Park County, Colorado, near Fairplay for the benefit of the
seven (7) shareholders by providing augmentation storage space to comply with their various decreed
augmentation plans. The Company exchanges consumptive use water from the diversion structure of
the Guiraud 3T Ditch on the Middle Fork of the South Platte River to the Platte City Placer Mine Ditch
diversion structure on Sacramento Creek. The water is stored from May through September and then
released as required by the various decrees. The Reservoir was constructed within alluvial aggregates
and sealed with a clay liner. In subsequent years the liner has failed and this keeps the Company from

Flood Protection. Water Supply Planning and Finance. Stream and Lake Protection
Water Supply Protection.
