K <br />treatment plant construction, operation, repair and maintenance, <br />and the proper and lawful treatment and disposal of effluent, to <br />residents of the Parker Water and Sanitation District and all other <br />areas and customers contracted with for service by the Parker Water <br />and Sanitation District. <br />Section 10.
