The River District conserves, uses, safeguards, and develops water resources
of the Colorado River and its tributaries to which the State is entitled to under the Colorado
River Compact. The River District, in conjunction with the Upper Colorado Recovery Program
wants to enlarge Elkhead Reservoir, by raising the existing dam by 24 feet, for the purposes of
supporting the recovery of endangered fish species and to satisfy needs for supplies of
municipal, industrial and agricultural water in the Yampa River basin. The project will be
constructed commencing in early 2005 and be completed in early 2007. Dan Birch, project
development manager for the District, has completed the feasibility study using preliminary
design information from U.R.S. Corporation of Denver. Proposed project funding consists of a
CWCB loan in the amount of $11,000,000 and the remainder from the Recovery Program.

7
