I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

Glossary of Terms

Allocation Mechanism: Within an organization there are numerous ways to charge for
services, collect revenue and distribute LA WMA water. For each of the two main
organization types (see definition below), we describe several internal allocation
methods:

Relative Supply Allocation Method (C1): Under this allocation method the
available water supply in any year is allocated to a user group based on that
group's share of the normal year supply.

Relative Demand Allocation Method (C2): Under this allocation method the
available water supply in any year is allocated to a user group based on that
group's share of the projected total demand in that year. Demands are based on
historical use for each year type (e.g., normal vs. dry). The resulting set of water-
allocation factors will not be fIxed through all years (as was the case in Cl) but,
rather, will vary across normal and dry years.

Normal Year Allocation Method (S1): Under this allocation method 18,049
shares are issued - the total replacement water irrigators required to offset the
effects of pumping in a normal year.

Dry Year Allocation Method (S2): Under this allocation method 24,435 shares
are issues - the total replacement demand during a dry year.

Normal Year/II Allocation Method (S3): Under this allocation method 18,049
shares are issued - the total replacement demand during a normal year. The
distinction between this method and S I is the distribution of storage water
exclusively to preferred shares, assumed to be supplemental users.

Curtailment: The percent reduction a group's water allocation implies as compared to
what that group is allocated in a normal year. Normal year allocation is equivalent to past
normal year pumping and is based on historical water demand use patterns. Curtailment
is expressed as a percentage reduction and is calculated as:

(past nOlmal year pumping) - (allowed pumping this year) X 100
past normal year pumping

Demand Shortfall: The percent reduction a group's water allocation implies as
compared to what that group needs (i.e., demands or desires) in that year. The amount of
water the group desires is based on historical water demand use patterns. Demand
shortfall ~s expressed as a percentage reduction and is calculated as:

(desired pumping this year) - (allowed pumping this year) X 100
desired pumping this year

EnWater Resource Consultants September 5, 1997 Final Report 10
