The Oailw Irriaation and Land Company
The OILC is a mutual ditch company and a non-profit corporation registered in the State of
Colorado. There are 34 shareholders and 360 shares of stock. The OILC has the power to set
annual assessments to be paid by the shareholders, the power to cut off water deliveries to
shareholders that fail to pay their assessments, and the power to offer stock for sale to pay
back assessments.

Water Riahts
The OILC holds a 1909 water right (Priority No.60) for storage in the Seeley Lake, in amount of
1542.7 acre-feet. Records of the State Engineer's Office (1987 - 2001) indicate that the annual
maximum storage has averaged about 1,100 acre-feet.

The Company also holds a direct flow water right in amount of 91 CFS out of the Cache La
Poudre River. Records of the State Engineer's Office (1998-2002) indicate that average annual
diversions have been about 16,000 acre-feet

Proiect Description
During the study of Seeley Lake Reservoir and Dam, the following alternatives were evaluated:

1) The no action alternative
2) Complete rehabilitation of the dam ($388,095)

Following is a summary of these alternatives:

No Action Alternative.
This alternative was rejected because of the potential for a storage restriction and ultimately the
loss of water rights if the dam is not repaired.

Alternative 2 - Complete rehabilitation of the dam
This alternative was selected because it addresses all safety issues, and assures that the
Company can continue to use the reservoir for storage of water.

Selected Alternative 2 This alternative involves:

1. Removal and replacement of the existing outlet pipe and gate tower.
2. Construction of a new service spillway, incorporated into the gate tower.
3. Construction of an emergency spillway, located west of the outlet.
4. Leveling of the crest of the entire dam.
5. Placement of riprap along the upstream face of the dam in all areas of
construction.

The implementation schedule calls for completion of financing arrangements in summer 2003.
Construction will begin in September 2003 and will be completed by December 2003.

Financial Analysis
The total estimated cost of the project is $388,095. Staff is recommending that the CWCB
Board approve a Small Project Loan of $350,000 (approximately 90% of the estimated total
project cost.)
