Central is committed to obtaining
additional water supplies, in order to move toward completion of our permanent plan.

At the current time, Central provides augmentation to approximately 1,000 wells in our subdistrict.
If approved, funds from this loan would be used to purchase additional water supplies for our
augmentation plan. Specifically, no loan proceeds would be used to purchase water supplies for any
other enterprises or endeavors, such as the proposed Calpine power plant near Hudson, housing
developments, etc. It will strictly be used for Central's current members.

As you are aware, the Colorado Supreme Court issued a judgment in the Empire Lodge Case 00-
CW-211. This judgment will affect how Central operates in the future. Central is currently short
approximately $15,000,000 in funding in order to complete our permanent plan. Approval of this
loan application would be a great help in achieving that goal.

John, thank you for your assistance and consideration of this loan request. Please contact me if any
further documentation is needed.

Sincerely,

IDM

Tom Cech

Enclosure
