CCWCD <br />The GMS-CCWCD is a Water Conservancy District authorized under the Water <br />Conservancy Act of 1937 and Sections 37-45-118 and 37-45-134 Colorado Revised <br />Statutes. These entities have the power to acquire and sell water rights, construct and <br />operate facilities, exercise eminent domain, levy taxes, and contract with other agencies, <br />including the CWCB. Water conservancy districts are subject to the provisions of <br />TABOR. <br /> <br />On November 5, 2002 a ballot issue election was passed by the Subdistrict electors <br />allowing debt to be increase by $20 million, and repaid by tax increases of up to $1.62 <br />million annually. The purpose was to purchase water rights and to build reservoirs and <br />groundwater recharge facilities. This allows the Subdistrict to pledge tax revenues to <br />repay the CWCB loan. <br /> <br />Proiect DescriDtion <br />Three alternatives were analyzed in the updated feasibility study: <br /> <br />1. The no-action alternative. <br /> <br />2. Purchase senior water rights and construct storage facilities to cover a 300- <br />day period of call ($22.85 million) <br /> <br />3. Purchase senior water rights and construct storage facilities to cover a 365- <br />day period of call ($35 million) <br /> <br />Alternative No.1: No Action. This alternative is unacceptable because it will result in <br />all of the Subdistrict's current members (966 wells) being shut off in years when <br />augmentation water supplies are inadequate. It is estimated this could occur, on <br />average, two or three years out of ten. The economic impact of the "no action" <br />alternative would be devastating to local growers, communities, and the entire state. <br /> <br />3 <br />
