Rothe is an individual borrower. She owns approximately 2000 acres of the Rothe
Farm property.

Water Riahts
The Rothe Farm owns the following surface water rights:

Table 1: Surface water rights

Source Shares/acres Average annual acre.feet
Riverside Irrioation District 743 acres 892
Weldon Valley Ditch 1100 shares 1100
Biiou Irriaation District 960 acres . 960
Biiou Irrioation Company 157 shares 118
Totals 3069 acre.feet

This water is used to irrigate 2298 acres of farmland.

The Rothe Farm also has decrees on 17 junior wells used for irrigating 3,055 acres of farmland.
These wells supply approximately 4,800 acre-feet annually, and are currently augmented
through GASP to cover annual depletions of about 2,400 acre-feet. The current annual cost to
augment through GASP is $49,000.

The Rothe Farm is applying for an augmentation water right for this project, which is designed
to produce up to 4,000 acre-feet of augmentation credits, per year. This would be used to cover
the depletions of their17 junior wells (2,400 acre-feet), as well as provide additional accretions
that would be available to cover neighboring wells.

Proiect Description
Three alternatives were analyzed in the feasibility study:

1) Don't build a project. Continue to rely solely upon GASP for augmentation.

2) Purchase a senior water right and use it for augmentation.

3) Construct the Rothe Augmentation Plan.

Alternative 1: "Don't build a project. Continue to rely solely upon GASP for augmentation." is
not a feasible alternative. The Rothe Farm would continue to depend on GASP for
augmentation, and upon supplies secured by GASP on a one-year lease basis. If any of these
leases are not renewed or cannot be renewed because ofthe drought, the Rothe Farm could
not operate its wells. This would be an annual loss of approximately 4,800 acre-feet.

Alternative 2: "Purchase a senior water right and use it for augmentation." The Rothe Farm
could purchase Jackson Lake Reservoir water at about $1,250 per acre-foot. This alternative
would cost approximately $5 million.

2
