ARAPAHOE COUNTY WATER AND WASTEWATER AUTHORITY

. Metering of water services and rate structures and billing systems designed to
encourage efficiency.
. Distribution system efficiency through an annual water audit.
. ACWW A is planning an indirect potable reuse system and an expansion of its non-
potable water system in the effort to conserve water. In addition, the Joint Water
Purification Project (JWPP) will protect the Authority's alluvial water supply thus
reducing reliance on deep groundwater and extend the life of the nonrenewable
resource.

The total annual savings from all the conservation activities currently implemented by ACWW A
is estimated to be 30% of the average day demand or 1,330 acre-ft per year.

Conservation Goals and Benefits

ACWW A identified the following areas of water use that the Authority wanted to target for
water conservation:
. Total water demand
. Per-connection water use
. Peal( demand water use

Total water demand and per connection water use were targeted in order to lower total water
usage and limit required water right acquisitions. Per-connection water use was targeted over
per-capita water use because of the nature of the ACWW A service population. Because the
majority of the water use is commercial, it is difficult for the Authority to calculate the per-capita
water use. Peal( demand water use was targeted in order to reduce the capacity of water supply
and treatment facilities, and their associated costs.

The Authority set an initial goal of a 5% reduction of water use per tap equivalent over 10 years.
A 5% reduction in water use per tap equivalent will in addition reduce overall annual water
demands by 5%.

Once the areas of targeted water conservation and a goal for a reduction in water demands were
identified, the following objectives were established:

. Eliminate, downsize or postpone capital projects and water rights acquisitions,
. Lower variable operating costs,
. Educate customers about the value of water, and
. Improve reliability and margins of safe and dependable yields of current water supplies
and related treatment worl(s and/or conveyance and distribution systems.

Richard P.
