Nothing in this Agreement or the Parties' <br />Recommendation is intended to, nor shall this Agreement be construed so as to, diminish <br />or modify the right of any Party under existing raw, including without limitation the <br />Colorado River Compact, the Upper Colorado River Basin Compact, or the Decree in <br />Arizona v. California. The Parties hereby affirm the entitlement and right of each State <br />under such existing law to use and develop the water of the Colorado River System, <br /> <br />15. Term. This Agreement shall be effective as of the date of the frrst two <br />signatories hereto, and shall be effective as to any additional Party as ofthe date of <br />execution by such Party. Authoritv. The persons and entities executing this Agreement on behalf of <br />the Parties are recognized by the Parties as representing the respective States in matters <br />concerning the operation of Lakes Powell and Mead, and as those persons and entities <br />authorized to bind the respective Parties to the terms hereof. Each person executing this <br />Agreement has the full power and authority to bind the respective Party to the terms of <br />this Agreement. No Party shall challenge the authority of any person or Party to execute <br />this Agreement and bind such Party to the terms hereof, and the Parties waive the right to <br />challenge such authority. <br /> <br />11 <br /> <br />!
