Application Summary

This is an application for approval of a plan for augmentation and appropriative right of exchange in
Gunnison County near Blue Mesa Reservoir. Applicant seeks to use releases from Blue Mesa
Reservoir to augment out-of-priority depletions by the Workman Lake Nos. 1-3 and Workman
Spring Pipeline. The uses to be augmented consist of domestic uses, including in-house use, lawn
and garden irrigation from Workman Spring Pipeline, and evaporation from Workman Lake Nos. 1-
3. The total amount of out-of-priority depletions from all structures is 11.75 AF. Applicant also
seeks a conditional appropriative right of exchange (Crystal-Workman Exchange) between Crystal
Dam and the structures to be augmented.

The Applicant's proposed plan for augmentation may injure the Board's instream flow water rights
on Little Blue Creek and Blue Creek by not replacing out-of-priority depletions in time, place and
amount. The Applicant's out-of-priority diversions will injure the Board's instream flow water
rights on Little Blue Creek and Blue Creek ifnot replaced in time, place and amount.
