.,

purposes reduced its sinuosity and contributed to its channel instability. A C3 channel type has been
considered the restoration objective.

Several members of the working group now propose that the North Fork between Paonia and Hotchkiss
may always have been a braided channel, at least in some reaches. This suggests the need for further
analysis before additional large-scale restoration projects are planned and implemented.

The tour ended at mid-day, with the group agreeing to meet next on Wednesday, November 10, 1999
from 8:00 to 11:30 a.m., at the Delta NRCS offices. Materials from EPA providing comments on
watershed restoration action strategies developed under the Clean Water Action Plan'are included with
these minutes and will be discussed at the meeting in conjunction with NFRIA's effort to develop a
watershed action plan.

We will also discuss a possible mapping project for the North Fork proposed by Kirk Vincent using all
available photographs since the 1930s to track the changes in the North Fork channel, to map these
changes, and to use approximate ages of cottonwoods on channel islands and riparian areas to help assess
changes.

Finally, we will discuss a possible session with NFRIA's board and interested members of the community
discussing what is known about the river's hydrology, geomorphology, water quality, and aquatic life and
about the adjacent riparian habitat.

'~

\
