Grant Recommendation

Dear Mr. Crane,

I am pleased to inform you that the Colorado Water Conservation Board (CWCB) has
recommended your grant to the General Assembly for approval. Your grant request will
be included in the Board's annual Water Project Construction Bill. Funds will be
authorized in May 2000, once the Governor has signed the bill. We understand the grant
will be used to help fund research on the effects Paonia Reservoir has on the North Fork
of the Gunnison River.

The Board recommended a grant from the Construction Fund in a maximum amount of
$55,000, of which $50,000 is designated for direct funding of the Paonia Reservoir
Research Project, and $5,000 is for the Association's costs of administering the project. I
have attached a copy of the updated Board memo concerning the North Fork River
Improvement Association. Please refer to page 4 of that memo and to the section "Action
taken by the CWCB November 23,1999."

When the Board recommends a Construction Fund Grant there remain several
conditions:

a) A Plan of Study is required. The Plan should state the Study Objective and provide a
step-by-step description of the work to be done. Detailed costs associated with each
step should be included, along with a description of the final report (Study Products.)
The Plan of Study must be reviewed and approved by the CWCB staff prior to
contracting for the grant.

b) An approved contract must be in place before funds can be advanced. Jan IlIian will
contact you concerning our contracting procedure. It usually takes about 2 months to
complete the contract after funds have been authorized by the General Assembly.
