<br />~ <br /> <br />1. INTRODUCTION <br /> <br />A report titled "Water System Evaluation at the Town ofNunn" was completed in February, <br />1996 by Tuttle Applegate, Inc. The report presented an evaluation of the existing water system <br />including system operation, water rights, water quality, supply and demand. The primary <br />fIndings of the evaluation of the current system were: 1) the Town is regularly exceeding State <br />and Federal drinking water limits for nitrate levels; and 2) the only Town water rights currently <br />permitted and adjudicated are the high nitrate wells. <br /> <br />The report also presented a feasibility analysis of the various sources of water the Town could <br />utilize for a future supply. Six alternatives were evaluated and cost comparisons of three <br />alternatives were reviewed. The feasibility study recommendation was to connect to the North <br />Weld County Water District system. The other alternative water supplies had similar costs but <br />the risks of poor water quality and quantity were much higher. <br /> <br />After reviewing the report, the Town Board passed an ordinance, Ordinance No. 177, selecting <br />Alternative No.6 which entails connection to the North Weld County Water District system. <br />The Board elected to obtain a vote of the Nunn citizens on the decision to connect to the Water <br />District. <br /> <br />On March 21, 1996 a Town meeting was held to discuss the issues prior to the vote. The <br />meeting was attended by over 50 residents ofNunn. Representatives from the Colorado <br />Department of Public Health and Environment, the State Engineer's OffIce, and the Division of <br />Local Affairs participated in the meeting. Concerns regarding the Town's water quality and <br />water rights were addressed in the meeting. During the meeting the costs associated with the <br />connection to the Water District and the anticipated increase in monthly water bills was <br />discussed. A vote was held on April 2, 1996 and the ballot question passed in favor of <br />connecting to the Water District with 96 "yes" votes and 25 "no" votes. <br /> <br />The following sections provide the preliminary design and cost estimates for the Water District <br />connection. <br /> <br />II. NORTH WELD COUNTY WATER DISTRICT SYSTEM <br /> <br />Connection to the North Weld County Water District (NWCWD) system entails the construction <br />of four miles of new six inch PVC pipeline to the Nunn Town limits (see Figure No. I). <br />Currently the Water District system consists of a six inch line and a parallel ten inch line which <br />extends north along County Road 29 from the Ault Pump Station (NWCWD Pump Station No. <br />2). The 6 inch line extends to County Road 90 and the ten inch line extends north to County' <br />Road 88. <br /> <br />I <br />
