. B. P Monthly Water Bill Increases

In 1994 the average monthly water bill in Nunn was $20 and in 1995 it was $25 per tap. Just over
$5 of this monthly amount goes toward the payment of the loan on the infIltration gallery.

As stated above some assumptions were made on the loan arrangements to compare the costs of
the different alternative water supplies. The loan arrangement has a large effect on the annual
payments and in turn on the average monthly water bills increases. Table Nos. 9A, 9B and 9C
show how the monthly water bill increases would change with the following loan arrangements:

Table

Interest Rate

Loan Period

Table 9A
Table 9B
Table 9C

5 percent
5 percent
3 percent

40 years
20 years
20 years

L\

'i'
II

In each estimate it is assumed that the Town could obtain grants to cover 20 percent ofthe capital
costs of a water project. If the Town was to select Alternative 1 as a new water supply it can be
expected that the Town will have an increase in average monthly water bills of about $30-$35.
This combined with the current average bill of $20-$25 would make the new average monthly
water bill in the range of $50-$60 per service. This estimate of monthly water bills could be
reduced by about $5 if the Town is successful in getting relief on the existing loan for the 1982
project. '

::

C. Potential Funding for Water System Project

The Town ofNunn does not currently have a separate water enterprise and would need to seek
financial assistance toward any signifIcant improvements. The Town will be faced with a loan or
loans that will necessitate increases to their tap fees, raw water fees, and monthly meter fees.

:1,
;,

The following agencies fund improvements for community water systems:

~ I f
. i ~
I:

;:

Farmers Home Association (FmHA)
Water Power Resource Authority (WPRA)
Colorado Water Conservation Board (CWCB)
Division of Local Governments (DoLG)

"

Regarding th~ FmHA application process, funds are requested through their Rural Economic and
Development" Program. Applications are accepted any time but there is currently a waiting
period the extent of which is unknown. Also, due to the current status of the Federal budget, this
process is on hold at this time. Furthermore, their regulations are changing and they will require a
pre-application submittal, an environmental submittal, and a final application that takes two to
three months for FmHA to process depending on how many applications are received.
