<br />Implementation Schedule <br /> <br />The NRCS is expected to complete the final design by mid summer 2000. Construction will take <br />about 30 days, and will be completed in fall 2000. The Company will take formal action to <br />change the point of diversion in 2000. <br /> <br />Permitting <br /> <br />All easements and rights of way have been arranged for. The new pipeline will cross State land, <br />and a Preliminary Approval Statement from the State Board of Land Commissioners has been <br />obtained (copy included in Appendix D.) The PDC has applied for an alternative point of <br />diversion off the Bravo Ditch (copy of the State Engineer letter of consultation is included in <br />Appendix C.) The project is exempt from 404 permitting by Statutory exemption, 33 CFR <br />Section 323.4(a) 3, per letter dated December 3, 1999 from the Corps of Engineers. <br /> <br />Institutional Considerations <br /> <br />Entities that are, or may be, involved in the management, design, construction, and financing of <br />the project include: <br /> <br />Peoples Ditch (PDC); Project management and construction. <br />Natural Resources Conservation Service (NRCS); Engineering design and financing. <br />Colorado Water Conservation Board (CWCB); Financing and construction. <br /> <br />The PDC will be the lead for the financing, design, and construction of the project and will enter <br />into contracts and agreements with the various entities for the services provided by each. The <br />PDC must maintain a cooperative agreement with the Bravo Ditch Company to deliver water to <br />the new PDC pipeline, and will be required to maintain liability insurance as a condition of the <br />loan contract with CWCB. The Bravo Agreement and proof of current liability insurance are <br />found in Appendix F. <br /> <br />Financial Analysis <br /> <br />Several entities will be involved in financing the estimated total project cost of $75,000. The <br />PDC is applying for a loan from the CWCB in maximum amount of $43,000, to pay <br />approximately 57% of the project cost.
