<br />Feasibility Study <br />Peoples Ditch Company <br />Diversion and Pipeline Project <br /> <br />Introduction (Need for the Project) <br /> <br />The Peoples Ditch Company (PDC), located in Logan County, operates the Peoples Ditch for the <br />benefit of the shareholders by providing direct flow irrigation water. The ditch diverts from the South <br />Platte River and delivers water to the service area. The PDC diversion washed out in 1997 and <br />must be replaced. The PDC wants to construct a new diversion and pipeline off the Bravo Ditch, <br />prior to the 2001 irrigation season. <br /> <br />Project Sponsor <br /> <br />The PDC is a mutual ditch company and a non-profit corporation. There are 6 shareholders and <br />36 shares of stock. The PDC has the power to set annual assessments to be paid by the <br />shareholders, the power to cut off water deliveries to shareholders that fail to pay their <br />assessments, and the power to offer stock for sale to pay back assessments. The PDC Articles <br />of Incorporation, By-Laws, Resolutions, and District Court Order establishing Company name <br />are included in Appendix A. <br /> <br />Project Service Area and Facilities <br /> <br />The PDC provides irrigation water to a 700-acre service area in Logan County. The historic <br />diversion point for the Peoples Ditch is located 6 miles northeast of Sterling on the South Platte <br />River, and the ditch extends northeast approximately 5 miles. Irrigated acreage within the <br />service area is used to grow corn, wheat, and alfalfa, as well at grass. A map of the Peoples <br />Ditch and a photo of one of the diversion structures are shown on page 7. A map of the service <br />area is located in Appendix B. <br /> <br />Water Rights <br /> <br />The source of water for the Company is direct flow out of the South Platte River. The water <br />rights diverted at the PDC headgate were adjudicated in 1885 and total 16 cfs. Records of the <br />State Engineer's Office indicate that average annual diversions were about 1,200 acre-feet per <br />year prior to 1997, when the diversion washed out.
