After <br /> <br />discussion, the following resolution was adopted, to-wit: <br /> <br />RESOLUTION <br /> <br />WHEREAS, on September 27, 1967 the Water Users Protective <br />Association of District No. 64 held a meeting in Sterling, Colorado <br />for the purpose of attempting to resolve the water problems <br />developing in the South Platte River for the irriga~ion season , <br />1968, by the encouragement of the adoption and the subsequent <br />.operation of a co-operative exchange agre~ment among ditch companies, <br />irrigation districts and ground water users, on a voluntary and <br />temporary basis, with the clear understanding that no ditch company, <br />irrigation district Dr individual water user will be waiving any <br />rights which he may presen~ly have under Colorado law, and <br /> <br />WHEREAS, said agreement is to cover all of the South Platte <br />River insofar as the water users in Water Districts No. 64 and 1 <br />are concerned, and <br /> <br />WHEREAS, said agreement is already in operation in that: on or <br />about October 15, 1967, m05t of the direct flow ditches and reservoir <br />systems above Balzac, in District 1, voluntarily curtailed withdrawals <br />from the river in order to allow downstream reservoirs to begin to <br />make their winter fill, and . <br /> <br />WHEREAS, in the spring of 1968, all ditches and reservoir systems <br />in both Water Districts would voluntarily, whenever possible, use <br />other means (wells or reservoir water) to obtain their early . <br />irrigation water until at least Ap1.'illS, 1968, again to allow a <br />maxim~ fill for all reservoirs in both districts and to allow <br />ditches without adequate wells to use a maximum a~ount of direct <br />flow water from the river, and <br /> <br />I. <br /> <br />./ <br />I <br />/ <br /> <br />'''l'~ <br />_. <br /> <br />\ <br />\ <br /> <br />\ <br />\ <br />
