of The Water Users Protective Association of District No. 64 was read,
together with a suggested resolution concerning the temporary operation '
of the South Platte River during the coming irrigation seaso~. After

discussion, the following resolution was adopted, to-wit:

RESOLUTION

WHEREAS, on September 27, 1967 the Water Users Protective
Association of District No. 64 held a meeting in Sterling, Colorado
for the purpose of attempting to resolve the water problems
developing in the South Platte River for the irriga~ion season ,
1968, by the encouragement of the adoption and the subsequent
.operation of a co-operative exchange agre~ment among ditch companies,
irrigation districts and ground water users, on a voluntary and
temporary basis, with the clear understanding that no ditch company,
irrigation district Dr individual water user will be waiving any
rights which he may presen~ly have under Colorado law, and

WHEREAS, said agreement is to cover all of the South Platte
River insofar as the water users in Water Districts No. 64 and 1
are concerned, and

WHEREAS, said agreement is already in operation in that: on or
about October 15, 1967, m05t of the direct flow ditches and reservoir
systems above Balzac, in District 1, voluntarily curtailed withdrawals
from the river in order to allow downstream reservoirs to begin to
make their winter fill, and .

WHEREAS, in the spring of 1968, all ditches and reservoir systems
in both Water Districts would voluntarily, whenever possible, use
other means (wells or reservoir water) to obtain their early .
irrigation water until at least Ap1.'illS, 1968, again to allow a
maxim~ fill for all reservoirs in both districts and to allow
ditches without adequate wells to use a maximum a~ount of direct
flow water from the river, and
