I know the time required to come to Denver for a hearing basically <br />kills an entire day for you, even with limited time to testify. I wanted you to know I appreciate your <br />help. <br /> <br />On other matters, and concerning your application for a loan from the Construction Fund, you <br />already know the Colorado Water Conservation Board (CWCB) has decided to recommended your <br />request for $450,000 to the General Assembly for consideration in the annual Construction Fund <br />Bill. It is our understanding these funds will be used to construct an emergency spillway on <br />Riverside Reservoir, and to purchase the BLM land that lies within the reservoir basin, and <br />immediately adjacent to the reservoir. The Board also approved a grant in amount of $2,500 to <br />complete the feasibility study. <br /> <br />The CWCB approved a loan term of20 years at an interest rate of3.75%. I have attached a copy of <br />the updated Board memo concerning the Riverside Reservoir and Land Company. Please refer to <br />page 3 of that memo and to the section "Action Taken by the CWCB, January 28, 1998". <br /> <br />When the Board recommends a loan request to be included in the Construction Fund Bill, there <br />remain several conditions: <br /> <br />a. The Bill must be approved by the General Assembly and signed by the Governor. This <br />is usually accomplished around June I st. <br /> <br />b. The Riverside Reservoir and Land Company must increase it assessments. The <br />assessment increase is needed before we can complete the loan contract.
