<br />I' .-~ <br /> <br />The engineer's estimated cost for all of the above work is about $100,000. The owners feel that <br />this is more than they can handle at one time and without some outside financial assistance. The <br />possibility of obtaining a loan from the CWCB was discussed, and we advised them to speak to John Van <br />Sciver if they were interested. The financial constraints, and potential delays imposed by acquiring <br />CWCB funding, might make it difficult to comply with the November 30, 1998 deadline date I imposed <br />on them for completion of repairs to the dam. They asked that I identify priorities for the various items of <br />work needing to be done. These are as follows: <br /> <br />I. Grouting of the outlet conduit. Since any fill placement at the toe will cover up the end of the old <br />outlet, this would need to be done first. <br />2. Construction of the new outlet at the left abutment of the north dike. Work at the toe of the dams <br />would be very difficult to perform safely without drawing down the reservoir, even a few feet. <br />This would necessitate constructing the outlet facility first. <br />3. Excavation of the toe area of the main dam and construction of the filter/drain system, to relieve <br />pore pressures at the toe and provide a working surface for fill placement. <br />4. Placement of fill material on the main dam to flatten the downstream slope. <br />5. Clearing of vegetation from the north dike, and modification or reconstruction of the dike to an <br />acceptable configuration, including foundation preparation and filter and drain; features as <br />necessary. <br />6. Construction of an acceptable emergency spillway channel. This might well be incorporated into <br />one of the above items to provide fill materials for placement on the dam or dike. <br /> <br />I indicated that the owners will need to demonstrate that they are making significant progress in <br />order for an extension of the deadline date for construction completion to be granted. I will also want <br />them to commit to an agreed upon revised time deadline for completion under those conditions. <br /> <br />Tim Dolen indicated that they are about ready to begin test pitting the site to obtain necessary <br />geotechnical information for the design. Grouting of the outlet could take place at about any time of the <br />year, and is not such a significant cost item that it would need to wait on loan funds. Excavation of the <br />toe and placement of fill materials are items that depend much more heavily on acceptable weather <br />conditions and the ability to lower the reservoir. The presence of endangered greenback cutthroat trout in <br />the reservoir, and the probable unavailability of water for late-season refilling ofthe reservoir to ensure a <br />sufficient over-winter fill level for the trout population's health, will make timing and coordination <br />activities important. <br /> <br />Mark and I discussed with them the SEO's requirements for submittal of plans and specs, and the <br />probable time frames for review.
