These appear to be surficial <br />instabilities caused by saturation of the lower slope and toe. <br />(28) Around the maximum section, the lower 1/3 ofthe dam face is saturated and soft due to <br />seepage. <br />Seepae:e (cont.) <br />(31 )(32)(cont.) maximum section, and about 13 feet below dam crest at maximum section. <br />(34) Extensive area of seepage along the dam toe, everywhere except the upper abutments. Dry <br />grass cover on the upper right abutment transitions abruptly to lush green grass and wet, soft <br />conditions along the toe at about 9 to 10 feet below the dam crest and about 50 feet from the <br />right end of the dam. Standing water appears along the toe about 40 feet left of the right end <br />of the lush grass area, and is present along the lower right abutment to the stream channel. <br />Standing water is present at the stream channel area, with very boggy conditions and a minor <br />amount of flow apparent at a seepage measuring pipe about 100 feet downstream of the toe. <br />The toe is also very wet and soft left ofthe outlet, with lush grass and standing water. The <br />lush grass and wet conditions continue up the left toe to within about 60 feet of the left end of <br />the dam and to about 9 feet below the dam crest. <br />Outlet (cont.) <br />(43)(cont.) no operating gate on it. This outlet was recently properly abandoned by pumping it full <br />of grout, per approved plans. The downstream end of the pipe was still visible, and it appears <br />to be completely watertight, well-filled with grout. The owner is preparing plans for the <br />construction of a new upper-level outlet to be constructed on the left abutment of the north <br />dike, which will be capable of drawing down the reservoir 5 feet in 5 days. <br />Spillwav (cont.) <br />Both pipe spillways were clear and unobstructed inside. The right spillway pipe has a grating <br />over its upstream end, but the grating was clear. The owner has extended the left abutment <br />spillway pipe by placing an 8-[00t length of IS.inch-diameter PVC pipe at the downstream <br />end of the 12-inch Rep, to carry flows further downstream away from the groin. Beyond the <br />end of the spillway pipe, a new channel has been excavated/sandbagged to direct flows away <br />from the dam toe. <br />The emergency spillway is a poorly-defined earth channel at the left (north) end of the north <br />dike, providing about 2.2 feet of freeboard to the main dam crest. It is about to feet wide, <br />with about 4: I side slopes. <br />(57) Flow into the emergency spillway channel would be obstructed by tree growth along the left <br />abutment of the north dike. <br /> <br />3/3 <br />
