Feasibility Study <br /> <br />A written Feasibility Study meeting CWCB loan guidelines must be submitted for <br />review. A Feasibility Study is a technical report, prepared by a professional engineer, <br />sometimes in conjunction with other specialized consultants, which at a minimum <br />addresses: <br />- the need for the project <br />- the technical, financial, and institutional feasibility of the project <br />- the economic, social and environmental impacts of the project <br />It is prepared in accordance with the CWCB "Construction Loan Guidelines", in <br />sufficient detail to allow the project sponsor and the CWCB to make a final decision with <br />regard to technical, economic, financial and institutional feasibility of the proposed <br />project. <br /> <br />The Feasibility Study typically includes the following items: <br /> <br />. Purpose - A description of the need for and purpose ofthe project. <br />. Sponsor - A description of the project sponsor including type of organization, service <br />area, water facilities, revenue sources, existing rates, etc. <br />. Water Demands and Water Rights - A description of existing and future water <br />demands, and the adequacy of water rights and the quality of water sources with <br />respect to the intended use of the water. <br />. Analysis of Alternatives - A formulation and evaluation of potential alternatives for <br />accomplishing the project sponsor's objective. <br />. Selected Alternative - A detailed description of the selected alternative to include a <br />preliminary design and a feasibility-level cost estimate. <br />. Impacts - A description of project impacts and permitting requirements. <br />. Institutional Considerations - A summary of institutional considerations (permits, <br />contracts, etc.) required for project implementation, and project schedule. <br />. Financial Plan - An analysis of project funding sources and the project sponsor's <br />ability to repay all existing and projected debt service. <br /> <br />2. Purpose of Project <br /> <br />a. Provide a detailed description of the uses of the facility and property and by <br />whom, as well as a description of the business of the Colorado Trout Group. <br />b. Provide a recorded copy of the Articles of Incorporation, a copy of corporation <br />bylaws, and a list of current directors. <br /> <br />3. Ownership Issues <br /> <br />a. Provide a copy of the recorded deed or deeds for the entire 129 acres Manchester <br />Lake Property. <br />b. Provide documentation on the ownership of the corporation.
