Feasibility Study A written Feasibility Study meeting CWCB loan guidelines must be submitted for review. A Feasibility Study is a technical report, prepared by a professional engineer, sometimes in conjunction with other specialized consultants, which at a minimum addresses: - the need for the project - the technical, financial, and institutional feasibility of the project - the economic, social and environmental impacts of the project It is prepared in accordance with the CWCB "Construction Loan Guidelines", in sufficient detail to allow the project sponsor and the CWCB to make a final decision with regard to technical, economic, financial and institutional feasibility of the proposed project. The Feasibility Study typically includes the following items: . Purpose - A description of the need for and purpose ofthe project. . Sponsor - A description of the project sponsor including type of organization, service area, water facilities, revenue sources, existing rates, etc. . Water Demands and Water Rights - A description of existing and future water demands, and the adequacy of water rights and the quality of water sources with respect to the intended use of the water. . Analysis of Alternatives - A formulation and evaluation of potential alternatives for accomplishing the project sponsor's objective. . Selected Alternative - A detailed description of the selected alternative to include a preliminary design and a feasibility-level cost estimate. . Impacts - A description of project impacts and permitting requirements. . Institutional Considerations - A summary of institutional considerations (permits, contracts, etc.) required for project implementation, and project schedule. . Financial Plan - An analysis of project funding sources and the project sponsor's ability to repay all existing and projected debt service. 2. Purpose of Project a. Provide a detailed description of the uses of the facility and property and by whom, as well as a description of the business of the Colorado Trout Group. b. Provide a recorded copy of the Articles of Incorporation, a copy of corporation bylaws, and a list of current directors. 3. Ownership Issues a. Provide a copy of the recorded deed or deeds for the entire 129 acres Manchester Lake Property. b. Provide documentation on the ownership of the corporation. Who owns the stock?
