<br />the City and much of Colorado experienced this past year, water from Creighton Spring can be <br />used to supplement or replace other sources for the watering of public parks, <br /> <br />Conclusions <br /> <br />1, Incorporated more than a century ago and basing its name on the historic springs within the <br />city limits, historic Manitou Springs grew up around its mineral springs and those springs are <br />an integral element of the City's presence today, <br /> <br />2, No Rights-of Way or easements are required for this project. <br /> <br />3. The project would provide protection for the Creighton Spring, the mineral spring aquifers <br />and the other mineral springs in the area, <br /> <br />4, The total estimated cost of purchase of the property is $250,000 and this will be financed, in <br />part, by $90,000 to be paid by the Mineral Springs Foundation together with a requested <br />loan from the CWCS for $160,000, <br /> <br />5. The Manitou Springs Water Enterprise is eligible for a loan from the CWCS because it is <br />part of a unit of local government and has as its chief focus the delivery of water to the <br />citizens of Manitou Springs as well as the protection of all of the City's water resources. <br /> <br />6, The project is technically and financially feasible. <br />
