<br />Project Description and Alternatives <br /> <br />The purpose of this project is to provide a means for the City of Manitou Springs to protect the <br />mineral spring aquifers, restore and preserve the Creighton Spring, and provide an attractive <br />small park for the west end of the City, Two alternatives were considered: <br /> <br />1, The no-action alternative, <br />2, Acquire the property, demolish the motel, repair and restore the spring and create a park <br />around it. <br /> <br />Alternative No. 1 was considered unacceptable for two reasons, If no action is taken and the <br />property and the spring continue their descent into becoming derelict properties, the spring <br />could blowout and at the very least adversely affect the mineral spring aquifers, and could <br />possibly cause flow to cease to other springs, Also, if no action is taken and the current owners <br />find a purchaser, the purchaser will most likely want to develop the property, possibly with the <br />aim of commercial exploitation of the spring, which could have the same potential for threats to <br />the mineral spring aquifer as the no sale and no development scenario, <br /> <br />The selected alternative, Alternative No.2, was chosen as the only responsible choice in <br />order to ensure the protection of the spring and the aquifer, <br /> <br />The estimated cost of acquisition is $250,000, of which $90,000 will be provided by the Mineral <br />Spring Foundation, The City seeks financing from the Colorado Water Conservation Board of <br />the remaining $160,000, The costs of demolishing the motel, repairing and restoring the <br />spring, and creating the park, would come from fund-raising efforts on the part of the <br />Foundation, with possible further participation by the City, <br /> <br />Implementation Schedule <br /> <br />Once closing of the purchase occurs, the City anticipates that demolition can be completed <br />within three months and that the wellhead can be repaired and made secure within the same <br />period, <br /> <br />Permitting <br /> <br />The property is within both the Local and the National Register Historic Districts and permission <br />for demolition would have to be obtained from the Manitou Springs Historic Preservation <br />Commission and approved by City Council. It is not anticipated that a building permit will be <br />needed, but a grading permit will need to be obtained from the City Planning Department. <br /> <br />Institutional Considerations <br /> <br />Entities that are, or may be, involved in the design, construction, and financing of the project <br />include: <br /> <br />City of Manitou Springs; labor and equipment, design and construction, some cost of <br />demolition and construction. <br />
