Action: A motion was made by Patricia Wells that the Board should support this project in concept but that it doesn't really fit the Construction Fund's mandate, and that it should be put on a list of MEGA Board projects. The motion was seconded by Eric Kuhn, who added that matching funds might be found in this year's Severance Tax funding. After discussion, a substitute motion was made by Bill Brown who recommended the Board approve the project and authorize the staff to go ahead with this development and explore other sources of possible funding and report back to the Board on recommendations for funding it at tlZe January meeting, but that the project would not be placed on the Construction Fund Bill. The substitute motion was accepted by the first and seconds, and approved unanimously (9-0). Water Project Construction Loan Program — Non-Reimbursable Studies and Investigations — Roaring Fork and Fryingpan River Multi-Objecdve Planning Project Continuation Tape �, Start/Stop: 5241 - 5648 Action: The staff was directed to further investigate the possibility of the Severance Tax Trust Fund Operational Account having $20,000 available to develop findings an.d to supplement GIS, as well as other possible sources of funding, and to bring their findings back to the Board in January. 27a. Water Project Construction Loan Program — Special Purpose Accounts — Arkansas River Augmentation Loan Account — ReQlacement of Funds. Tape 5, Start/Stop: 5648 - 5887 Action: A motion was made by Bill Brown to accept the staff recommendation to recommend to the General Assembly the transfer of $2,000,000 from unreserved cash in the Construction Fund to the Arkansas River Augmentation Loan Account. The motion was seconded by Alan Hamel and approved unanimously (9-0). 27b. Water Project Construcdon Loan Program — Special Purpose Accounts — Feasibility Study Smali Grant Account - Creation Tape 5, Tape 6, Action: StartlStop: Start/Stop: 5887 — 6214 0041 — 0012 A motion was made by Janice Sheftel to accept the staff recommendation to reconnmend to the General Assembly the transfer of $204,000 from unreserved cash in the Construction Fund to create the Feasibility Study Small Grant Account, and that grant recipients would receive up to 50% of the cost of the feasibility study, not to exceed $5,000. The study would have to be approved by the stafF and the CWCB Director would have authority to approve the grants. The motion was seconded by David Smith and approved unanimously (9-0).
