November 24-25, 1997, Board Meeting-- <br />Northern Colorado Water Association <br /> <br />Recommendation of a Construction Fund Authorization in amount of <br />$~OO,OOO to purchase wells. <br /> <br />BACKGROUND <br /> <br />The Northern Colorado Water Association (NCW A) is a private non-profit corporation providing <br />domestic water to rural area residents. The NCW A is located in Larimer County, and has applied <br />for a Construction Fund Authorization to purchase 5 wells, the water rights (800 acre-feet per <br />year) associated with those wells, and approximately 440 acres of land on which the wells are <br />located, They are requesting a $900,000 Authorization from the Construction Fund, 75 % of the <br />estimated total cost of $1.2 million. The wells are located about 15 miles north of the Town of <br />Wellington, adjacent to other wells currently owned by the Association (see attached map,) The <br />Association has an existing lease agreement with the current owner of these wells, and is <br />currently hooked up to one of the wells (Well #5.) <br /> <br />The NCW A wants to acquire these wells to assure adequate supply for customers within their <br />existing service area. In addition, the NCW A wants to acquire the land upon which the wells are <br />located to provide wellhead protection for their existing well field. If the aquifer were to become <br />contaminated, the Association would have to install expensive additional treatment, or in a worst <br />case, could lose their entire native water supply. (The association also has 350 shares of CBT <br />water. However, to use CBT water, it must be as a supplemental supply to a native water <br />supply, ) <br /> <br />Liittjohann and Pederson, CPA has completed a feasibility study of the proposed purchase, <br />Richard G. Patterson PE has also evaluated the purchase, and his letter is an attachment to this <br />memo, <br />
