The existing pipe system is seriously blocked by mineral deposits, and has leakage
problems.
The City is requesting approval of a loan in maximum amount of $553,000 (4% for
30 years) which is 75% of the total estimated project cost of $737,500. This loan will be
necessary if the November 1993 bond issue to finance the project is unsuccessful.
Preliminary feasibility and design work has been completed by Mc Laughlin Water
Engineers.

DISCUSSION

This project will promote conservation of existing water rights.

The City would like to have approval of the eWCB loan as an alternative for
financing the project, or a portion of the project, if the bond issue is unsuccessful.

The application and financial reports have been supplied to the Colorado Water
Resources and Power Development Authority with a request that the Authority review its
ability to provide project financing under it's statutory authorizations.
