Box 1350 <br />Dolores, CO 81323 <br /> <br />RE: summit Reservoir and Irrigation <br /> <br />Dear Mr. Groswold, <br /> <br />As promised, I am enclosing information about the Colorado Water <br />Conservation Board Construction Fund Low interest Loan Program and <br />Emergency Repair Account. The CWCB Construction Fund was <br />established in 1971 to make low interest loans for the development <br />of raw water projects. Projects which will increase the beneficial <br />consumptive use of Colorado's undeveloped compact entitled waters, <br />and projects for the repair and rehabilitation of existing raw <br />water dams and delivery systems are the highest priority. While <br />most Construction Fund projects must pass through the annual <br />legislative process, emergency repairs can be funded quickly <br />through a special Emergency infrastructure Account. <br /> <br />The current standard loan interest rate is about 5 percent (fixed <br />at the 30 year Treasury Bond rate, less 2 percent) for a term of 20 <br />years. Loans are made for up to 75% of project cost. All loan terms <br />are adjustable at CWCB Board discretion, based on special need. <br /> <br />Thor, the CWCB is very interested in making low interest loans for <br />the repair of existing dams and irrigation systems, and it appears <br />that the problems with your dam and ditch could qualify for an <br />emergency loan. I will be in Durango next week and look forward to <br />seeing the problems first~hand on June 10, and then attending your <br />board meeting at 7 p.m. Please call me, or Frank Kugel if you need <br />further information.
